Es gibt keine Fehlermeldung, es wird lediglich die emctl Befehlsreferenz (siehe unten) angezeigt, als hätte ich den Befehl syntaktisch falsch eingegeben. In dieser Befehlsreferenz taucht: exportconfig oms nicht auf. Deshalb bin ich auf die Idee gekommen, das es unter Windows nicht zur Verfügung stehen könnte.
In der eigentlichen Doku habe ich exportconfig oms auch gefunden und dort gibt es keine Infos das es unter Windows oder anderen Bedingungen nicht funktionieren könnte. Merkwürdig oder?
Übrigens, wenn ich eine statusabfrage mache emctl status agent, funktioniert diese. Es liegt also nicht generell am emctl.

Stops data collection for a specific target instance or for all targets of a
specific type.
If no target instance is specified or no type is specified then this command
will stop
all collections for a target except for the target response and collections f
or the agent target.
-disable_response can be used to specify that collection of target response
should also be stopped.
-disable_agent_schedule can be used to specify that agent collections should
also be stopped.
emctl stop agent
This command stops the agent.
emctl startschedule agent [-type TARGETTYPE | TARGETNAME,TARGETTYPE]
Starts data collection for a specific target instance or for all targets of a
specific type.
If no target instance is specified or no type is specified then this command
will start
all the stopped collections.
emctl setproperty agent [-allow_new] -name PROPERTY_NAME -value PROPERTY_VALUE
Sets the specified property name and value in agent configuration file
-allow_new is an optional flag that inserts a new property in Agent configura
tion
